New Arrival Processing Overview

Every new arrival to Obsidian Hill follows a carefully designed 10-day integration process. This system balances the critical need for community safety with compassionate treatment of survivors who have endured trauma, hardship, and uncertainty in the wasteland.

The processing center operates from the Dusty Rose Hotel - the original 1881 frontier hotel that once housed miners, gamblers, and traveling salesmen. Its 12 rooms now provide secure quarantine facilities, while the hotel's unique architectural features support both medical observation and gradual community integration.

Our approach prioritizes transparency, dignity, and practical assessment. New arrivals understand exactly what to expect, why each step is necessary, and how they can contribute to our growing community. No one is turned away without cause, but everyone must prove they can be trusted with the lives and safety of 123 people rebuilding civilization in the Nevada desert.

Facility Status

All quarantine rooms cleaned and ready. Medical supplies stocked. Staff on 24-hour rotation.

Processing Capacity

Can handle up to 10 arrivals simultaneously with full medical and psychological support.

Integration Rate

Average 10 days from arrival to work assignment. No failures to integrate recorded.

Current Priorities

Seeking medical professionals, engineers, educators, and experienced farmers or ranchers.

PHASE 1: INITIAL CONTACT :: ESTABLISHING COMMUNICATION :: BASIC THREAT ASSESSMENT
1
First Contact Protocol
Immediate
New arrivals are typically spotted by the fire tower watch at distances up to 15 miles. Radio contact is established immediately to prevent misunderstandings and reduce approach anxiety. Our goal is to make first contact as reassuring as possible while maintaining security protocols.

Contact Checklist

  • Fire tower confirms visual contact and tracks approach
  • Radio contact established on Channel 12 (settler frequency)
  • Basic information exchanged: names, number in group, immediate medical needs
  • Settlement location and meeting point communicated
  • Basic expectations and reassurances provided
2
Guided Approach
30-60 min
A two-person escort team meets arrivals 1 mile from the settlement perimeter. This provides final security screening while offering immediate assistance with wounded, children, or exhausted travelers. The escort explains the process and answers questions during the approach.

Escort Team

One security officer, one medical aide. Armed but non-threatening posture.

Assessment

Visual health check, group dynamics observation, immediate needs evaluation.

Communication

Explain quarantine necessity, answer questions, provide settlement overview.

3
Settlement Entry
15-30 min
Arrivals enter through the main gate and receive their first view of the settlement. This moment is carefully managed to be welcoming while demonstrating the community's organization and resources. They proceed directly to the Dusty Rose Hotel for processing.

Entry Process

  • Gate opened by security team
  • Brief settlement tour during walk to hotel
  • Introduction to settlement council member if available
  • Basic resources offered: water, food, immediate medical attention
  • Personal belongings secured but not searched without consent
PHASE 2: SECURITY SCREENING :: THREAT ASSESSMENT :: ESTABLISHING BASELINE TRUST
1
Voluntary Weapons Declaration
15 min
New arrivals are asked to voluntarily declare any weapons in their possession. This is presented as a safety measure during quarantine, not permanent confiscation. Honesty at this stage builds trust, while deception discovered later creates lasting problems.

Approach

Non-confrontational. Explained as temporary safety measure, not judgment of character.

Storage

Weapons secured in hotel safe with receipt. Returned upon successful quarantine completion.

Documentation

All declared weapons logged with condition notes. Photos taken for inventory.

2
Background Interview
45-60 min
A structured but conversational interview covers the arrival's background, recent experiences, and reasons for seeking sanctuary. The interview serves multiple purposes: intelligence gathering, psychological assessment, and relationship building.

Interview Topics

  • Pre-outbreak profession and skills
  • Recent travel route and experiences
  • Knowledge of regional conditions and threats
  • Group dynamics if arriving with others
  • Long-term goals and settlement expectations
  • Medical history and current health status
  • Military, law enforcement, or emergency response background
  • Educational background and specialized knowledge
3
Threat Level Assessment
Internal Review
Security staff conduct an internal assessment based on the interview, observed behavior, and any intelligence about regional threats. This determines quarantine protocols and monitoring levels.

Low Risk

Standard quarantine protocols. Single-person or family groups with consistent stories.

Medium Risk

Enhanced monitoring. Inconsistent details, arriving from known threat areas, or unusual behavior.

High Risk

Constant supervision. Recent contact with hostile groups, possession of unusual resources, or concerning psychological indicators.

PHASE 3: QUARANTINE PROTOCOL :: 7-DAY MINIMUM :: MEDICAL OBSERVATION & DECOMPRESSION

Dusty Rose Hotel Quarantine Facility

The original 1881 hotel above the Gold Nugget Saloon provides ideal quarantine facilities. Each room has original brass bed frames and washstands, but more importantly, the building's design allows for secure observation while maintaining privacy and dignity. The interior balcony overlooking the saloon provides common space for carefully supervised interaction.

Room assignments depend on group composition and assessed threat levels. Families stay together when possible. Single arrivals are paired with compatible individuals unless security concerns dictate isolation. The 7-day minimum allows for disease incubation period monitoring and psychological decompression.

Every survivor has skills valuable to rebuilding civilization. The assessment process identifies not just obvious professional qualifications, but also hobby skills, life experiences, and personal qualities that contribute to settlement success. We evaluate both technical abilities and interpersonal qualities that build community.

Assessment combines structured interviews and observation during quarantine. The goal is matching individuals to roles where they can contribute meaningfully while finding personal satisfaction in their work. No prior experience is required for most positions - we provide training and mentorship in all departments.

The settlement has six main departments, each vital to our survival and growth. Your placement will be based on your complete profile - skills, experience, personality, and where you can make the most impact.

You don't need to be skilled in your area of interest. We provide comprehensive training in all departments. Many roles require more willingness to work and learn than specific expertise. You'll be supervised by experienced members who will teach you everything you need to know. What matters most is your commitment to contributing and growing with the community.
